James Quilligan

James is an executive leader with over 25 years of significant experience at senior management level in commercial, nonprofit and sporting bodies. He has exceptional knowledge of strategic planning and execution.

Currently as CEO of Cycling Ireland, James has implemented extensive transformational change across the organisation. He has led a restructure of the organisation’s business model, identified new communication pathways and created a new value system while building a high-performance culture.

James has worked in sport, mental health and disabilities for over 10 years and has led inclusion, culture and athlete support agendas.

He is a strong communicator and highly regarded in engaging with internal and external stakeholders in developing key collaborative relationships. He has worked in organisations undergoing governance difficulty and is keenly aware of the role of a director exercising oversight and providing ethical leadership.

James has a proven financial acumen gained from working in the commercial sector. He has also secured large funding from donors for capital projects over the last 10 years.

On a voluntary basis, he was a chief organiser at the 2022 Pro-Am in Limerick leading 350 and he has managed at senior All Ireland league level for Garryowen Rugby Club.

Financial Strong Financial acumen, I have overall responsibility for all finance in Cycling Ireland with responsibility with a budget over €6 million per annum.
Legal Have collaborated with legal firms in various cases from anti-doping, Olympic appeals to work relation and union issues.
Risk / Compliance I have recently set up a new risk management system in Cycling Ireland to monitor and reduce risk. I have previously worked under HIQA statutory regulations, so I am highly skilled in risk and compliance.
Sports Administration As Cycling Ireland CEO, this is my day-to-day role. I have a great understanding in this area and would be a strong external support for the

executive.

Governance Highly skilled in Governance improvement. I have had extensive training in governance and risk. Skilled in providing governance oversight and ethical leadership in complex organisations.
Information Technology Good knowledge in this area and have approved new systems based on information received from industry experts. Committed to supporting continuous improvement in this area.
High Performance Sport Work closely in developing new high-performance pathways and developing plans to raise the standards in high performance Sport. Strong ethic in building a strong team culture.
Commercial / Marketing Extensive knowledge in this area having had 15 years’ experience in commercial sector at director and executive level.
Human Resources Strong knowledge of the human resource area having worked closely with various HR departments and have sat on various disciplinary panels when required over a number of years.
